POSITION SUMMARY:

The Program Administrator, Federal and State Programs performs a variety of duties relating to the development and implementation of federal and state programs, specifically pertaining to The Every Student Succeeds Act (ESSA), the reauthorized Elementary and Secondary Act (ESEA) of 1965. Under general direction of the Assistant Superintendent of Federal and State Programs performs duties related to compliance, specifically related to the planning, organizing, administering, directing, and accounting for Title I, Title II, Title III and Title IV.

 

DUTIES AND RESPONSIBILITIES:

Because all Archdiocesan employees represent the Roman Catholic Church, they are expected to conduct themselves according to the goals and missions of the Church in performing their work.

·Develop, coordinate and evaluate programs in conjunction with school leaders in grades TK-12

·Prepare and monitor accurate budget and expenditure reports with the ability to compute ratios, percentages, and create and interpret graphs

·Lead/support detailed collection, review, record keeping and submission of required compliance documentation and reports such as the Private School Affidavit (PSA), Student National Origin Report (SNOR), Title I eligibility surveys, and Title II documentation both internally and externally

·Maintain federal program records and adhere to strict compliance deadlines

·Model professional learning by attending, creating and presenting professional development related to ESSA

·Maintain current on educational law and policy relating to federal and state programs and ESSA

·Create surveys and analyze data to inform decisions that may influence procedures, policies and programming

·Attend consultation meetings with various public-school districts representing/supporting Catholic Schools in the Archdiocese

·Attend Department of Catholic School meetings/participate in committees as required

·Perform all other duties relative to the efficient operations of federal programs as requested by the Assistant Superintendent or Superintendent

Requirements:

MINIMUM QUALIFICATIONS:

Education and Experience

Any combination of education and experience likely to provide the required knowledge, skills, and abilities, typically:

  • Leadership experience
  • Teaching credential with at least 3 years teaching experience
  • Experience with categorical finding/programs such as Title I, Title II, Title III, preferred
  • Experience in a public-school setting, preferred
  • Master degree in Educational Administration, Education, Public Policy or closely related field, preferred
  • Active member of a Roman Catholic faith community, preferred

 

Knowledge of:

  • Policies and procedures for the schools
  • Principles and practices of organization, systems of efficiency and administration

 

Skill in:

  • Communicating effectively in written and oral form with the ability to prepare reports and presentations
  • Short and long-range planning with the ability to be forward thinking with a strong sense of reasoning. Skilled in defining problems, establishing facts, and drawing conclusions
  • Proficiency in the usage of database software, internet software, and email. Ability to use the following software: MS Word, outlook, Excel and PowerPoint


Abilities

  • Develop and maintain professional channels of communication, rapport and trust with teachers, principals, school districts and other outside agencies/organizations
  • Maintain tact, cooperation, and confidentiality
  • Occasionally lift up to 25 pounds
  • Sit for sustained periods of time on a daily basis
  • Perform tasks requiring intermittent bending, stooping, and walking
  • Sustain frequent movement of the fingers, wrists, hands, and arms
  • Drive to Archdiocesan Catholic Center, school locations, and public-school offices
