What is the Catholic Communication Collaboration Pilot Program (C3):

 
Since the 1960s, the Archdiocese (through one of its civil corporations) has held spectrum licenses granted by the Federal Communications Commission (FCC). For many years, the licenses were used to provide instructional television (lTV) to Catholic schools in Los Angeles and Santa Barbara through traditional "line-of-sight" broadcast signals. In 2004, the FCC repurposed the spectrum to allow cellular wireless broadband service. Since 2006, the Archdiocese has sub-licensed a portion of the spectrum to Clearwire for the CLEAR/Sprint 4G service in those markets. The arrangements include economic and service components which allow the Archdiocese to support creative wireless initiatives for parish and school educational efforts throughout the Archdiocese which covers Los Angeles, Ventura and Santa Barbara counties (approximately 600 locations including 288 parishes, 275 schools , a seminary, cemeteries and various social services, administrative and ministerial locations).
 
In anticipation of the CLEAR 4G launch, in 2010 the Archdiocese organized its Catholic Communication and Collaboration (C3) Pilot to serve as a "test platform" to assess and enhance technology, professional development, content and applications at 25 selected parish, school and administrative sites. The C3 Pilot was overseen by an Archdiocesan Working Group which successfully implemented full broadband communications connectivity with CLEAR, or a comparable service, to all locations, to ensure effective use of the Archdiocese's spectrum licenses and to use the Clearwire resources and other grants or funding, as available, to innovate in all areas of education, ministry and administration. Components of the C3 Pilot Program included upgrades to infrastructure, connectivity and equipment, professional development in the areas of change management, skills development and technology integration, and provided online content and applications to parish and school ministries.
 
The Summer of 2014 marked the transition of C3 from a pilot to a robust technology program serving all locations within the Archdiocese of Los Angeles.
